Overview

Employees are free to work multiple District government jobs under certain circumstances. This issuance outlines the rules and relevant procedures for employees who seek multiple positions within the District government. Please note this issuance does not discuss outside employment. Outside employment is where a District government employee seeks another job with a non-District government entity. Any issues or questions regarding outside employment should be directed to the District’s Board of Ethics and Government Accountability, who has oversight and enforcement authority over outside employment.  

This issuance supersedes issuance I-2021-6, Working More Than One Job, effected January 22, 2021.

Holding More than One District Government Job (Dual Employment)

Unless specifically authorized, a District government employee is prohibited from holding another District government position if the employee receives pay from two or more government positions for more than 40 hours in one calendar week. To request authorization, employees must submit a Dual Employment Authorization Request to DCHR. 

Dual Employment Authorizations should not be submitted for outside employment, or if the number of hours an employee would work for the District government is below forty (40) hours of work in one (1) calendar week. 

Exceptions

Employees may hold another District government job without regard to the above 40 hours per workweek restriction when:

  1. The agency for the second job agrees to cover any overtime required under the Fair Labor Standards Act, District regulation, or labor agreement; and
  2. The second job is:
    1. Employment as a District of Columbia Public School teacher in a position during the summer vacation period;
    2. Intermittent employment as a teacher in the Department of Corrections;
    3. Temporary part-time or intermittent employment of a teacher, custodial, or other employee necessary to carry out the recreation programs of the Department of Parks and Recreation;
    4. Full-time, part-time, or intermittent employment for 90 days or less as a referee, umpire, swimming pool guard or attendant, gymnasium or playground supervisor, or other special employee necessary to carry out the recreation programs in the Department of Parks and Recreation;
    5. Part-time or intermittent employment as a counselor or monitor in connection with summer youth opportunity programs in the District government;
    6. Part-time or intermittent employment as a teacher in the District of Columbia Public School system;
    7. Part-time or intermittent employment as an instructor, teacher, or professor at the University of the District of Columbia; or
    8. Part-time or intermittent employment within the Department of Behavioral Health as a psychiatric resident or intern who is employed for training purposes under the student-stipend program; or
    9. Temporary or intermittent employment for services performed due to emergencies resulting from natural disasters or similar unforeseen events or circumstances.

This issuance applies to all District government employees.
